    • To create and administer a database system where the government budget data for defence projects over time can be collected and updated at a regular frequency with high accuracy, as the client was struggling with data gaps / errors with their existing process.
    • To include specific features in the database so that stakeholders may easily access data from the system, as manually retrieving information from the system is time consuming.
    • To identify and collect any quantity or funding adjustments, as well as text memos, from legislative documents issued by Congress during the year, and insert them into the database in a preapproved format.

    Our solution

    • Cognition conducted extensive research to cover funding allocations across defence programs and projects from various sources.
      • The Cognition team obtained the information from budget documents and defense spending statistics available on government websites, as well as records released by the US Army, Navy and Air force. To better illustrate the data, we categorized it into different categories such as Research Development Test and Evaluation (RDT&E), procurement, operations and maintenance costs, etc.
      • The team also recorded the quantity and funding adjustments from documents supplied by Congress during the year, as well as we performed various computations on specific categories to determine differences from past years.
    • To ensure the consistency and accuracy of the obtained data, Cognition created a detailed checklist based on data collecting rules, outlining sources and processes for adding budget fields; a classification framework; and data consistency for the amount and value of projects in terms of units.
    • The team then implemented a cloud-based database system, utilizing its scalability to effectively manage large datasets. Advanced search capabilities was introduced to the database, allowing users to smoothly conduct SQL queries and extract essential data elements such as Budget Activity Title, Budget Sub Activity, Line Item, etc.
